President. along the line of the question suggested by the Senator frour Virginia. Mr. Husband said in his report in speaking of immigration from Canada and Mexico: There are plenty of indications. however. that systematic violations on a considerable scale wil he attenrpted during the remainder of the present liscal year. or. in any event. during the coming fiscal year. provided the law is continued in force. I shall not go into details in this regard but call assure you that the bureau is quite fully aware of tire situation and will employ every possible means to insure a strict ellforcement of the law. Then ftrther over in his report lie said: Various immigrant aid societies and similar organizations. and possibly also steamship agents in foreign countries. have. according to reports believed to be authentic. fostered and promoted this movemrent of aliens to foreign contiguous and neighboring countries. It is known that thousands of aliens from countries with exhausted quotas have entered Mexico in recent months. that: there are perhaps a larger number of such aliens now irt Cuba. with no employment and no prospect of securing same. and that others have gone to Canada and to South America (principally to Brazil). all apparently with the one purpose in view of eventually gaining adrrission to the United States. With a situaJe ion such as that confronting us. does anyone tell me we should not amend the law when the joint resolution is here for consideration?
