May I say before it is read that the substitute which I have offered for the pending joint resolution includes the recommendations of the Commissioner of Imnigration. Only one exception is made. It excludes the recommiendation of the commissioner that the quota from any one country nlay be 1.500. It was my opinion that under the 3 per cent restriction if a countrys quota wvas 250. no more than that number should be permitted to enter the United States. With that single exception tile substitute which I have offered includes the recommendations of the Comnissioner of lmnigration as to the amendment of the present immigration law. It does not change tile 3 per cent quota at all.
