Ill.. who came to this country from the Republic of France. I think in 1903. when lie was a boy. applied for a passport to return to France. Be came here with his parents when a child. and he had been naturalized and was an American citizen at that time with all the rights of an American citizen. He had marfled and had some little children. He decided that he would like to return to France and look up the relatives of his wife who lived therep He obtained a passport for that purpose and applied to the French consul in New York to have it vised. the French consul refused to vis6 it on the ground that lie had not returned to France and joined the French Army and fought for France in the late war.
