I want to call attention to the fact that these departments are partly selfsustaining. In the year 1921 the revenues of the Department of State were more than a million dollars in excess of all their expenditures. At the present time they are somewhat less on account of the enactment of the 3 per cent immigration law. but still at the present time I believe the income of the Department of State is equal to the cost of our entire foreign service. The revenues of the Department of Justice are about- onethird of the total expenditures of the department. and these revenues come from collections on judgments and from fines.
