The situation is perfectly satisfactory to us. So far as that element is concerned. we are not going to nake war upon Japan. If Japan should choose to enact a provision of law to the effect that no white people shall be admitted as immigrants to Japan for commercial purposes. the United States would not utter a word by way of protest. Japan has that kind of a law now. in substance. and it is perfectly satisfactory to us.
