Session #67 · 1921–23

Speech #670203547

They have concocted this scheme for the purpose. as they say. of preventing war. and yet they know that the only chance of war between any of the four powers in the Pacific is one between Japan and the United States. and they know that the possible causes of such a war are all domestic. We are deliberately entering into a fourpower pact. when the only cause of war we know of now between any of the powers will arise out of questions solely concerning our domestic affairs. and yet we slur over these provisions affecting such questions. We know that immigration. the right of citizenship for Japanese subjects. and the right to own land in this country are the causes. if there are any causes. which threaten war between Japan and the United States. Yet we are willing to leave the determination of such questions in doubt. We are afraid now to say what we think.
