A part of the time. the Senate has followed the interpretation of the President of the United States that there are seven treaties. a part of the time it has followed the interpretation of the Secretary of State that there are.only six treaties. and I do not know but what now we are going to have still anotherinterpretation by the Senate. that the declaration is nothing .at all and can be dropped out absolutely and forgotten. That will be the result if the action I have suggested is not taken. and if that is the result. the United States is going to lose the .most important reservation that is made in this treaty. It is going to leave Japan to claim in the future. as she has claimed for years in the past. that the matter of immigration in which her nationals are involved is a matter which she has a right to discuss with us as an International question.
