Yes. Mr. President. I have already called attention to that matter. which the Senator from Virginia has much more completely covered. A serious question is presented. The subject of immigration is of far more importance in a treaty with Japan than in a treaty with any other country. It is the only big question at issue between the United States and Japan. It does not involve simply the States up and down the Pacific coast. but. in a large degree. it involves the Hawaiian Islands. In those isiands there is a mixed population. More than half of that population today is Japanese.
