He deserves a great deal of credit for showing to th Senate and to the country the condition in which we have been put by the action of the Senate yesterday. We have had a resolution of ratifieatiot of the fourpower treaty. Nothing has been done about the sttil.ieuiental declaratory statement additional to that in article 2. which was intended to eliminate from all the conferences that might be held under the fourpower treaty the question of immigration. the condition of Japanese in Californit. an( to leave those matters entirely eliminated front such conferet ces. By our action of yesterdaS we are put in a very embarrasslug situation. I do riot know whether it was done intentionally (tr whether it was done through oversight.
