The United States District Court in the Southern District of New York only a few days ago took the same view as I did and held that the act of 1917 is still in existence. and that the act of 1921 was simply an addition. because if you took a contrary view. then the entire law of 191.7 might be deemed to have been wiped off the statute books. All that we did in 1.921 was to put in the 3 per cent quota law as an amendment to the act of 1917. What are you going to do with these women and children? Where are you going to send them Are you going to say to the American people that this Congress is not going to exercise the power which it possesses. a power of mercy. fair dealing. and humanity?
