Nor is there any reasonable apprehension that we may have to present other relief bills of a similar nature to this. because the 3 per cent law is having it effect. It served notice on the world that the United States is henceforth not to be a dumping ground. That that notice has been heeded is shown by the fact that we are now getting in a week only about half as many immigrants as we formerly got in a day. Anyone could expect. and most everyone did expect. that there would be some slack to be taken up in the first year of the working of this law. We are not trying to take it up by indirection or evasion.
