It will be noted that this provides that all aliens who may be admitted under the act of 1917 in excess of the 3 per cent limitation " shall be excluded." There you have it. First. These people have to be inadmissible under the 1917 act in order to come within this clause ill that act relating to temporary admission. Second. That those admitted under the act of 1.917 shall not exceed the 3 per cent. so that if these people were legally adwitted under the first act they are mandatorily excluded by the second act. Their admission. as has been done recently. is not even an evasion of the law. It is a flagrant violation of it. I take the immigration law seriously. I take all laws seriously.
