Oh. no. all information has been denied us. just exactly as it has been denied the Senator from Arkansas. It is denied. too. not only to us. but it is denied to the American people. who are entitled to it. after all. But returning to tile question I put to the Senator. apparently. in the iinds of those who wrote this treaty. or of those who executed it. one of them being in the Chamber now. there must have 1een "a question of the right of those who executed the treaty. under time treaty. to take into their jurisdiction the Japanese immigration and other doilestic questions. That being in the miids of those who executed this treaty on our part. they. perhaps to make assurance doubly sure. as they may say. or perhaps because it was absolutely essential. wrote the reservation providing that the controversies which are mentioned shall not embrace the (omestic questions of this country. or snbstantially t hat. If. utler the original treaty. the design and the purpose were to embrace doinestic questions.
