Speaker. I can not agree with my colleagues. who criticize this resolution with the expectation of voting for if. The practical problem before us is simply this: Without the 3 per cent limitation plan. if this resolution continuing it should fail to pass and no other legislation should be enacted. the yearly immigration to this country would be between 1.200.000 and 1.500.000. With the present limitation it amounts to 350.000 a year. The conditions appear to be such that a general immigration bill can not be passed now in view of what else is to be done by this Congress. and while I never have considered any percentage plan as the proper system of regulating immigration. I am supporting thisresolution because it means that the number will be limited to 350.000 a year.
