The committee of which I have the honor to be the chairman still has before it many plans. I am in sincere hope that some one of those plans will be perfected. I think the plans are heading up very nicely. I might say that some of the disturbing causes are the desire to write into the bill sonic paragraph to the effect that 50 per cent of what immigration we do receive shall come to us in American ships. Another plan is an insistent demand for the registration of all aliens. including newcomers and those now here. Additional penalties for steamships are desired.
