I saw that problem beginning. I recognized it then. and I see it now as one. my friends of the South. which will make the Negro problem look like a battered penny. I said that I am an immigration restrictionist. I take some pride in the fact that it was the action of this House. on a report from the committee of which I have the honor to be chairman. that led to the passage of a bill which. even if it was substituted for the House bill. has kept out 700.000 or 800.000 aliens in six months time. We had to take that bill or nothing.
