I will state the circumstances. The present immigration law went into operation on the 8th of June. At that time there were a large number of immigrants on the seas. and they came in during the month of June. The condition .was presented where the department would have to deport about 5.000 of them. The hardship was such that the Secretary of Labor did not feel at liberty to do that. and he admitted them temporarily. The joint resolution simply ratifies that act and provides that the number so admitted shall be applied on the quota under the existing law. so that at the end of the year no more will have come into the United States from those countries by reason of this joint resolution than would have come in otherwise.
