That is what the veto power is for. That is the way in which it has always been exercised. Why. when President Taft objected to the immigration bill he did not come up here and. tell his Republican colleagues to take the back track and to kill the bill. He let them pass the bill andl then vetoed it. as it was his constitutional right and privilege to do. When one of the Volstead prohibition bills was before the Senate President Wilson did not come up here and ask the Democrats to submarine it for him. but he did just exactly what the Constitution authorized him to do. let the Senate and the House pass the bill without any interference on his part at all and then vetoed the measure. and that is what should have been done in this case.
