I question whether it is proper or even wise to attempt to reduce the Senate amendment when we are authorizing a building at a cost of $1.975.000. and it is going to be paid for next year. It will not be completed quickly nor properly now because of lack of proper appropriation. We only give $500.000. and all the time our boys are lying out along the automobile roadways in tents like a lot of emigrants. When I was out there in November I saw them lying along the road and inhaling automobile dust because there was no place for them to go. The climate there is delightful.
