The record shows that these people have landed. and the steamship companies have to pay for guards at the rate of $4 a day. and they have to pay for their maintenance and upkeep. and that is the crux of this resolution. Otherwise they would have to be sent back. There is where the emergency exists. The Commissioner of Immigration. under the act of 1917. has admitted these people. and under this condition. under bonds of their own recognizance. lie is holding them. and on the .]st day of July. if they are otherwise admissible. they will be admitted before the others that come in July. 1921. So there is no question of sympathy. but it is simply a question of dollars and cents of the steamship company that has deliberately defied the laws of this country.
