Speaker and gentlemen of the House. I had a part in the writing of the minority report. signed by me. the gentleman from California . and the gentleman from Alabama . which I incorporate as a part of my remarks herein. The act of Congress preventing the admission during any one year of immigrants from any country numbering more than 3 per cent of the people of that country within the United States passed the House on the 22d day of April. 1921. and passed the Senate with some minor amendments on the 3d day of May. 1921. The conference report was agreed to by the.Houseand Senate on the f3th day of May. 1921. the President approved it May 19. 1921. upon which the portions providing for administrative arrangements went into immediate effect. By its own unconditional terms it went into full effect 15 days after its approval.
