I have asked for time for the purpose of again pointing out what I think is a clear contradiction in the terms of this conference report. On page 2 it is provided in exception 8 that "aliens under the age of 18 who are children of citizens of the United States" shall not be counted. That is. alien children. I have a constituent. a naturalized citizen. who has a wife and daughters. one 10 and one 14 years of age. in Poland. The mother died from exposure. wandering about in the Ukraine. They can not come to this country. although he has been a citizen for four years.
