I am very much in sympathy with the amendment proposed by the Senator from California . I think such an amendment is -wise and humane at this time. but I believe we should restrict immigration to those who can speak the English language. I believe that those who claim they are persecuted because of their religious or political views ought to be required to prove that they can read the Constitution of the United States in the English language. and my amendment. which I may not have an opportunity to offer at this. time. simply provides that this class of refugees seeking asylum here. as the Senators amendment provides. shall be admitted when they prove that they are subjected to political or religious persecution. provided they can read the Constitution of the United States in the English language. That is the tenor of my amendment.
