I had intended before the bill .came up to prepare a substitute. but the bill came here long before I had any idea it would come. I think that this country ought to establish tribunals in the principal countries of Europe. and to those tribunals every prospective immigrant ought to make his application. His whole character ought to be examined into. the burden ought to be put upon him to show that he is a man of good character. capable of supporting himself. with sound health. with sound morals. that he is attached to the institutions of the United States. that he proposes.to renounce all allegiance to foreign kings. potentates. and powers. and intends to make of himself a citizen of this Republic. Now. If that is done our doors can be wide open to that class.
