I mean to say that it is the identical bill. the only change being to provide that it shall go into operation a few days later. which was a necessary change. owing to the fact that the former bill was to have become operative on May 1. This bill goes into operation 15 days after it becomes a law. The bill was fully discussed in the Senate before. It calls for 3 per cent instead of 5 per cent. as originally reported by the Senate Committee on Immigration at the last session of Congress. It was simply a reduction to 3 per cent. It is a compromise measure. Those who were in favor of more liberal immigration yielded to the 3 per cent plan. and those who were in favor of an absolute exclusion were willing to admit the 3 per cent.
