I say that there is every conceivable reason why this amendment should not be adopted on this bill. because it repeals the law now upon the statute books. It adopts a procedure in the courts and repeals the entire fundamental firinciples of the write of habeas corpus and the present law and procedure in immigration matters. Again. it permits a man to. enter here and be In the United States without the question of exclusion. I feel that the objection is fundamental to this amendment as it now stands. and that the point of order is well founded and should be sustained by the Chair.
