Chairman. my judgment is this bill is so loosely drawn that it will jet in too many of these foreigners even with the seemingly low figure of 3 per cent. I would make it nothing if I thought we could get by with It. but I Insist upon restricting them to 1 per cent of the number they already have within the borders and domain of the United States. If we are going to pass a bill to restrict immigration. let us pass one that means something. This measure is intended. so far as the public is concerned. to restrict immigration. The American people now realize that we have in all quarteis of this country too many folks from across the Atlantic and Pacific Oceans who have not become amalgamated with our people. Under this measure. who is coming?
