RMAN. The Chair is ready to rule. The amendnment under -conSideration seeks specifically to ellange the existilg immigration laws so far as -the literacy test is concerned. It excepts acertain class from the literacy test. If this :amendieit should be held -hI order. it would then be in -order to add other classes to -enjoy the samie exemption and also to exempt them from other provisions of tie immigration law. Instead of a bill confined to -one main purpose. namely. that of placing a limitation on the nuniber who call enter the country under the existing law. we would be considering a -general revision -of the immigration law. Such a procedure would lead to interminable amendment. This amendment is clearly not germane to the bill. or to any proision of the section now under consideration.
