The bill provides that aliens who are actors or lecturers. singers. and so forth. who apply after the quota of 3 per cent has been exhausted shall not be counted. But if they happen to apply during tile time that this 3 per cent is making application. they are counted. So that a lecturer. or an actor. or a singer who comes over here for a temporary period would eliminate from the count some honest immigrant who tries to come into this country. In other words. it Is an injustice. because everything depends upon the time within which the application is made. and I believe it would be no more than fair that. if they are not counted after the quota is exhausted. they should not be counted during the time the quota is being lessened. And that is the purpose of the amendment.
