Chairmai. this bill is one of the most important that will come up before the Congress this year. It is of vital importance. and. in my opinion. it is the duty -of the Members -of this House to onsider the Aghts -of the citizens of the United States first. Speaking as a new Member. coming directly from the people. and as a member of the Committee on Immigration. I urge its adoption. Only last week this House by almost a unanimous vote passed a bill for the protection of American farmers and factories. This temporary immigration bill. the object of which is to protect American citizens. should also have the unanimous support. particularly of the new Members. The United States has passed the point of assimilation. Between the years 1908 and 1914. .6i690.000 aliens came into this country. and during .that same period -of time certificates of naturalization were only issued to 417.973 aliens in this country. In other words. for every 16 unnaturalized -aliens coming to this country during the sixyear period of time only 1 became a naturalized citizen.
