Mr. Chairman and gentlemen. your attention has been called to the fact that the words offered as a committee amendment are in the language of one of the exemptions in the literacy test law. That is to say. a person proving this with regard to religious persecution may be admitted even though illiterate. The gentlenman from New York [Mr. HusrED] has offered a partial substitute which I shall read to you. I see no reason why the committees amendmnent should not be perfected. and I see no reason why the amendment offered by the gentleman from New York will not serve the purpose of the original amendment without being subject to the objections that are being made by some Members of the House.
