I thank you both. gentlemen. All I have to say is this. that I have tried to refrain in these remarks from discussing what I consider the great controlling factors and considerations in immigration legislation. and those are the social. racial. and political questions. I have tried to limit myself to the discussion of the labor problem. and I merely want to say that if there ever was a time or if there may be a time when immigration should be let in in an increased amount on account of labor conditions. that time is not the present time. when American citizens are idle and American soldiers are walking the streets in search of work.
