Then I fell to thinking about all of tile attempts that have. beein made to restrict inlmigration. running for these nany years past. I remembered how. shortly after the armistice. more thain two years ago. ouri late lamented friend from Alabama. john L. Burnett. who was then chairlan of tile committee. introduced a bill susiiteling immigration. containing certain exemptions. That bill was debated and discussed in the coimmittee. reported out. and took its place oil the calendar. But it could not be acted ullon for want of time. And in the last Congress numerous bills were introduced to restrict or suspend immigration. And I reviewed the action of the last Houe of Representatives which by an overwhelning vote passed that bill. the action of the other body of the Cbnlgress ill passing a substitute bill after long hearings. the action in conference. and the final sending of the bill to the President a few days before the final adjournment of the Congress. his failure to act. and the death of the bill. I saw the forces in opposition.theln I see them now.
