President. when I first came to the House of Representatives. some 10 years ago. one of the strong men of that body was JoaN L. BURNETT. to whose memory we pay tribute today. At that time he was chairman of the Immigration Committee of the House. and at that time the immigration question was probably one of the leading questions of the day. An immigration bill providing for restriction of immigration by a literacy test had been passed by both bodies during President Tafts administration. as I recall. and he had vetoed it. Unde the leadership of Mr. BURNETT another bill of similar character and having a sinitfar purpose was passed by both bodies in Wilsons administration. and vetoed by President Wilson.
