It is a great thing in this country to change your whole policy. the policy laid down by the fathers when they made the Declaration of Independence against Great Britain. and the foundation of their complaint against Great Britain was that they controlled the immigration of this country. It is a wonderful situation here proposed. to change the whole policy. and you allow seven minutes for discupsion. It has never been considered by a committee in the House so far as I know. it has never been considered by the Committee on Foreign Affairs. of which I am a member. and you are saying now. which is an insult to every nation. that only 3 per cent of the people they have here now may come for the next year and three months.
