I can not yield just at this moment. I should think that gentlemen would hesitate to vote against the continuation of a law of that kind in view of the fact that its execution and administration have always been limited strictly to what is authorized by the law. We have had hearings repeatedly on this general question before the Committee on Foreign Affairs. before the Committee on Immigration. and before the Committee on Appropriations. The testimony is universally to the effect that there hasbeen no transgression of the restrictions laid down in the act of Congress itself. What has been the effect of the law?
