I will not read the regulations at length. but the provision is that in order for an alien to be excludable lie must be of a class which is dangerous to the public -safety of the United States. Of course. the Secretary of State. like an immigration officer. may err or may even be corrupt wi the question offacts.. but in order to exclude such a man as the gentleman from Illinois has referredto the Secretary of State must decide that in fact the man is dangerous to the public safety of this country.:
