Now. in order to be fair. let me state that there is more than that involved in this legislationk When the United States declared war. on April 6. 1917. of course. aliens who. came from Germanyand subsequently. when we declared war against AustriaHungary. the same thing was true with reference to that couintrycould no longer become naturalized in this country. They became alien enemies. so that petitions that had already been filed under the naturalized laws and were already pending in court could not be prosecuted to a successful conclusion in court. The House of Representatives. realizing the injustice of this. passed. some days ago. a bill which provided that where naturalization petitions were pending and the first papers had been taken out prior to the declaration of the war with these countries the court could allow these people to become naturalized upon proper showing of loyalty and good citizenship.
