Possibly the question might be raised. but I think an appeal might be had. and I am so advised. on the refusal of the court to grant such naturalization. and the district attorney. if so instructed. might take an appeal from the order denying it. However. that is purely technical. We who are interested in the enforcement of this law are anxious to have a determination. but no case has been brought before the Supreme Court. and as the process is slow. I want Congress to restate its evident intent. I have communicated with the Department of Justice. and the Department of Justice. very much like the Department of State. proceeds with extreme caution in some matters. and this is one of the matters in Which they have proceeded with extreme caution. not interpreting the act. but on February 8 last the Secretary of Labor. the 1Ion.
