If they were intending to remain there. that might signify something to the Senate. but the information I have is that the most of the men who have returned to Europe expect to come back within a short time. Many of them have taken out their first papers. Many of them have become naturalized citizens here. and I can understand their interest and their desire to go back to Europe. But it seems to me that if you are going to try and set off those who are returning as against those who are coming in the result of your reasoning will be misleading.
