I might say to the Senator from South Carolina that it is very difficult to lay down any rule when you consider the complexity of the subject and the large number of cases arising under the immigration laws. If we do not have this exception in the bill. an alien might possibly arrive and his wife be taken very ill and have to be taken to a hospital on shore. in which case the Secretary of Labor would have the right to adiit the alien as a measure of humanity. There are various cases that might arise involving questions of humanity.
