Mr. President. I have no thought of arguing the merits of the bill as reported from the Senate committee or of the bill as it came from the other House. I am extremely anxious to have the appropriation bills passed as rapidly as possible and to get as many of them enacted into law as we can. This proposed unanimousconsent agreement is to fix a vote six days hence on the immigration bill. It will not prevent any Senator fron discussing the bill in the interval if he so desires. On the contrary. it secures time for that purpose. If that ig not done. the bill will surely be discussed to the great detriment of the passage of the appropriation bills.
