Session #66 · 1919–21

Speech #660331143

For one year. The bill as passed by the House prohibits immigration during that time. permitting certain relatives of people already here to come in. The bill proposed by the Senate committee is in the nature of a substitute for that measure. being based on a percentage plan which will undoubtedly decrease the immigration which has given us the problem that we now have to meet. That coming from eastern and southern Europe would be reduced from 735.000. as It was during the last two or three years before the war. to substantially 250.000. In other words. it would reduce that particular immigration to onethird of what It was prior to the war.
