I now quote front the proclamation by the President setting forth certain rules. regulations. limitations. and exceptions: SEC. 2. No alien shall receive )ermission to . * * enter the United States unless it shall affirmatively appear that there is reason. able necessity for such * * * entry. and that such entry is not prejudicial to the United States. SEc. 3. * * * nor shall anything contained herein be construed to suspend or supersede any rules or regulations issued under the Chinese exclusion law or the immigration laws. except as herein expressly provided. but the provisions hereof shall. subject to the provisions above imientioned. be regarded as additional to such rules and regulations. In other words. these rules and regulations are to be considered as in addition to and supplementary of the existing !fim!gration laws. This would seem to make them a part of those laws. The provision certainly enjoins oil the officers" charged with the. responsibility of enforcing our immigration laws the duty of enforcing the passport control law and these rules and regulations. I quote further from the Presidents proclamation SEc. 4. 1 hereby.fdesignate the Secretary of State as the official who shall grant. or in whose uname shall be granted. permission to aliens to depart from or enter the United States. * * * I I hereby direct all departments of the Government to cooperate with the Secretary of State in the execution of his duties under this proclamnation and the rules and regulations promulgated In the pursuance hereof. * * * The Secretary of Labor shall. at the request of the Secretary of State. * * * appoint a representative to render to the Secretary of State or his representative such assistance and advice as he may desire respecting the administration of this proclamation and of the rules and regulations aforesaid. It will be noted that the President expressly enjoins the Secretary of Labor to assist and cooperate with the Secretary of State ill the enforcement of these provisions.
