I have been consistent and have voted against amenidments offered for my section to bring in laborers . it seems to me all we ought to do in this section is to say that this legislation is cumulative of existing laws and in nowise repeals existing laws. Then when the limitation of the life of this bill expires the present immigration laws will again operate. unless your Immigration Committee. with rather unusual speed. brings in a comprehensive piece of immigration legislation to cover the whole field of the subject. and if the gentlemans amendment undertakes to do what lie says it does. then I think the Chair was wrong when he overiuled the point of order. because it is legislation on a subject not covered by this bill and is not germane to this section. It seems to me the object of this committee is simply to make it clear that section 13 provides that this act is simply cumulative of existing laws and does not in any wise repeal existing laws. aild that upon its expiration existing laws will continue to be in force and effect.
