The Chair is ready to rule. The only question in the mind of the Chair was as to whether either section 8 or 9 of the bill amends sections 18. 19. or 20 of the immigration act. Upon such examination of that act and of the bill under consideration as the Chair has been able to make. he is unable to see that the bill under discussion amends the immigration act in any respect. It does provide for the use of some of the machinery provided in the immigration act. but as stated by the gentleman from Massachusetts it might have lrovided for this machinery in language of its own and thereby accomplished the same purpose. At any rate it does not appear in any respect to amend the immigration act. The amendment offered by the gentleman from Pennsylvania clearly proposes to amend the immigration act. and therefore the Chair thinks it is not germane to this bill.
