Chairman. I desire to oppose the amendment. I have nothing to complain of in the argument of the gentlenran from Massachusetts. it may be all right. but to adopt that we may run into the very danger that we incurred in the last Congress by amending in one paragraph all the immigration laws we have. It might be a good thing. When the time comes. in the next House I hope we may have a select committee to try and write some imrigration and pass.port laws which will be in larmony. That committee should be composed of members of the Immigration Committee and the Committee on Foreign Relations. and perhaps some others. I am of the opinion that we would not help the passport law by any such a blanket paragraph as that offered by the gentleman from Massachusetts. Therefore I oppose the amendment.
