Mr. Chairman. I am in favor of this amendment. I believe it should be adopted. In the first place. we ought not to put a perpetual embargo on immigration. In the next place. if we are to put an embargo on at all. it should be put on pending the development of such legislation as is thought to be necessary to meet the case. In the next place. if you can not prepare legislation to meet the case in six months. you can not prepare it at all. Again. if you make this for two years you may regret it.
