Mr. Chairman. since this debate commenced we have been told by practically all of the members of the committee that this is simply a temporary measure. designed to temporarily keep out certain elements of immigration which are deemed undesirable. We have also been informed that the committee proposes to prepare a comprehensive measure which will cover the entire subject. None of us knows at this time what conditions will prevail in this country within the next three or four months. but I am a sufficient optimist to believe that we are going to have better business and economic conditions than prevail today. Under this measure as it is at the present time no brother or sister of any person in the United States. whether a citizen or declarant. can possibly come into the United States. and I thought that by simply making it six months. until we get a comprehensive bill. we will be serving not only the country but act fairly ajid squarely to those who have come here and are helping to make the Republic stronger in every way.
