Chairman and gentlemen of the House. I consider this bill as one of the necessary reconstruction bills following the World War. It is not a question of just what should be the amount or kind or character of immigration to this country. We need and always have required a reasonable amount of immigration. But it is apparent from the investigation of the committee that beyond all question there are now in the United States something like 15.000.000 people who are not American citizens. There are coming to the shores of America now all the way from 15.000 to 150.000 people a month. In other words. immigration at the present ratewill amount to over a million and a half a year. Our country is not determined as to just what it wants to do. and the people of the world are in the same condition. even more so than in this country. Hundreds and thousands of them are trying to get out from under the burden that has been placed on them by virtue of the war.
